Drove past a load of McDonald's rubbish on my way to work this morning, people who throw rubbish out of car windows should be flogged. Publically.

Make them pick up trash for a month!

You should record everything on your phone video including the vehicle registration number plate, and report it directly to the local council office and give them your recording video file.

I do this frequently when I’m out near the park or beaches.

Probably a very unpopular opinion but if the Courts hold no fear and suspended sentences are a joke then perhaps a physical punishment might be a deterrent, such as the stocks for a day or two.

But, I think we can all agree that justice is often perverted, by bureaucracy
