Question: does the cold water rinse impact the effectiveness of balms or other post shave products and also does the cold water allow more ingrown hairs?

I've not had any issues with ingrown hairs, ever. I love an after shave splash, seems just as good after a cold water rinse. I cold water shave as well, it really seems to work for me, closer & more comfortable.

I find this works for me...

After my final clean up pass, I gather any leftover lather from the brush and any left in the bowl and apply this to the parts of my face and neck that's just been shaved.
I rub this into my skin like a face wash to get some good properties from the lather.
I leave this on the skin then rinse out my brush and razor and blade then rinse off my face with warm water, then cold water for a good 2 minutes to help close up any small nicks or weepers.
Then towel dry, witch hazel, alcohol based splash and a balm of some kind if needed.
My face always feel great and I think it's down to using the leftover lather as a post shave facewash, but as always ymmv.

I've not had any issues with ingrown hairs. I've not noticed any major difference in performance with past shave products either. If anything the cold water rinse reduces the sting felt with alcohol based splashes a little.

Rinse with cold water, done.
I've sort of acquainted ingrowing hairs with certain razors and blades I.e. extremely close shaves, whether anyone else gets that correlation
 
Ice cold water rinse.. (though I shave with cold water anyway)
Witch hazel/ Aftershave
Give it 10 minutes then a bit of balm if my skin feels too dry.

I get why you're using all those products and you're quite clear that you can see the benefits ... carry on.

If you can simplify, great. If there's something else to add ... do so.

For me, I have oily skin and this time of year is hell for me - it's warm and humid. Urgh!

I shave daily. Single pass.

I wash well with hot water to remove the soap. Cold water splash and splash/hold. While still wet, apply alum. Pat dry.
Rinse off with witch hazel - I use neat, you use Thayers. Yeah, creaking clean!
Splash/hold with cold water.
Aftershave - the more alcoholic the better. I'll even apply a little alum again while still wet just to problematic areas.

Some folks will want to treat key areas, like eyes or nose. Specific products.

Personally, I'd like to simplify that to just hot rinse, cold rinse, pat and aftershave but with oily skin, I have to dry it out. Especially with modern soaps which are all "feedy", I have to get all that feeding oils back out of my skin and alum is good to do that, witch hazel works well and highly alcoholic splashes seem to work well.

... or use an old-fashioned soap, like MWF. Then I can just rinse off and aftershave.

Hmmm ... maybe it's more in the pre-shave and the soap? Thoughts?

So, let’s talk post-shave routines for a minute. These are the steps that I go through after every shave. This might seem completely overboard for some of you, but I can tell you that my skin isn’t complaining one bit. So…

6. Malin+Goetz Vitamin E Face Moisturiser. This is the best moisturiser I’ve come across (& believe me I’ve tried a lot). It leaves my skin feeling very refreshed & hydrated!
I have to say that I love the M+G moisturiser too. Have used it since Feb 2016 after getting a sample free from Space NK. Haven't looked back since. I use this as a moisturiser on days when I don't shave (every other day). Works a treat for my strange combo skin type.

Spread remaining soap on face then clean shaving gear. Wash off soap with warm water. Cold water to close pores aftershave splash and then some balm to finish things off.
