Prices for anything vintage is of course a combination of that particular day and how 'lucky' you got, but I'd say my top-three sub-£30 razors would prolly be;
1) Wilkinson Protector cartridge razor
2) Rocnel SE (I think it's £31 but close enough)
3) Personna Floating Head injector

India Plastic Gillette - Bought 2 of these for what worked out around £1.20 each a few months back and they give a surprisingly good shave. Feel a bit odd at first due to the extremely light weight but are very good for a quick whiz round as the flip cap isn't too different in blade exposure to the old Wilkinson FlipTop or Sticky.
EJ89 - 20-something quid but fantastic razors and one I go back to again and again. Looks great, feels great, shaves great.
Gillette Tech - Retro Budget and often found for under a tenner.
Although if I can employ Darkbulb's caveat of particular day and luck being a relevant factor that means I get to consider the inclusion of a cased Eclipse Red Ring I dropped on for a £28 BIN a few months back! That said, I'm not convinced it gives a better shave than any of the 3 above.

Cor, under 30 pound, budget? Back when I started DE shaving I swear most new razors fell into that category. I'm not up with the times now but there's clearly a hell of a lot more expensive ones available now.
All of my razors fall into this category, but as I just use the one now it's gotta be the EJ89. If we wanna go even more budget, a couple of techs I had for under a tenner have got to be up there too.

Schick Krona - criminally under rated. Buy one!
A Gillette adjustable of some kind, if you look around you can sometimes find one. I did manage to get a Slim once for under £30
Bic Metal - I've quite a soft spot for these, great shavers but hard to find now. You used to be able to buy easily but I only see them abroad or online now

*Wardonia New Edge (never paid more than a fiver)
*Ever Ready 1912/14/24 + Natural Angle (never paid more than 7 quid)
( Mentions - Parker 26c is an exceptional razor, and it was free ! + Bic disposables are 99p for twelve and they have one blade as god intended, so with good prep are not too bad)
Lord L6 is good with a decent handle and got my R41 in a charity shop for 4 pounds 50. Gillette Guard is great. Really, all my razors are "cheap" - 2016 has been an amazing year for finds.

Right now I can't look at anything cartridge like, been that way for two and a half years. One of these days though, I'm going to have to see if a Guard can help me overcome that, in my case very warranted hatred. They've intrigued me since I first saw them and I admit they could be good for travelling.

I know what you mean . For what it's worth , I don't think they'l 'improve' (footer with) the Guard - how ever many million Indian men use it - so you you've plenty time. It's not great but it is fast.
