I like a nice splash or even a good balm, as for me they add to the shaving experience. But are they actually necessary if you're using a good quality soap or cream?

No, unless you've had a bad shave is my take. And that could be from pressure, bad blade, bad cream/soap, technique, etc. But it's nice, it can be cooling, it smells nice, it's pampering. If I need a moisturiser, I would need that regardless of having shaved I suppose.

I guess that would depend on what kind of skin you have. If by splash you mean an aftershave, then I don't think it can hurt any as it provides a bit of anti bacterial protection but can be drying because of the alcohol content. It is not strictly necessary though. A good balm post shave may be necessary if you have dry skin, the shave dries your skin or you messed up the shave to soothe irritated skin.

Personally, I have naturally oily skin so require no pre shave oils/cream and definitely no post shave moisturizing unless I mess up my shave and irritate the hell out of my skin. That is when a balm comes in handy for me.

As Bob says, my answer to the question would be, probably. For some people.
I don't use them, I don't see the need personally.
I feel like the soaps give a real nice after feel anyway.

For me it's a remedy to the bad shave or an addition to a good one. I use it because I'm better for it, i think. But no, i don't think it's necessary.

I have used GFT Skinfood for years and just purchased Fitjar Islands Aftershave Moisturizer. Air is dry during the winter months. Mentally, I think GFT and now the Fitjar Islands helps the skin. I also have a maximum limit of 2 pre & post shave products (total).

With the right gear a good shave doesn't need a post shave really. I think a nice post shave finishes things off nicely and I would imagine if you didn't use one for an extended period that your fave wouldn't thank you for it.

Splash or witch hazel acts as an astringent so there is a benefit there. My skin is very dry so a balm/moisturiser suits me also.

An alcohol-based splash is de rigueur for me. It leaves my face feeling calm, clean and invigorated. It's even better if it contains a touch of menthol
