I didn't take "run a tap constantly" in the first line as being literal until I got to the end, that's ridiculous!We were checking on the nephew's house as he is out of town and found a note from the city to start running a water tap constantly and to take a water meter reading before doing so which we did. The city notifies all addresses that have had problems with the water to the house freezing.
We owned the house prior to selling it to my nephew and he was aware of the problem. We never had a problem on our street with the water to any house freezing in the winter prior to the city widening the street and adding a separate runoff water sewer. The private contractor was overseen by an onsite city engineer during this project. The water is supplied to our side of the street from the other side of the street. Come that winter our water line froze and several others but not all on our side of the street.
I went to city engineering and asked the head engineer why they had, imo, not reburied the water lines deep enough so avoid freezing which is now a problem that we never had before. His answer was that he was not going to dig up the just completed roadwork to rectify the problem and the solution was to run a tap for months till the frost came out of the ground. This has now been going for yearly for about 10 years without any sign of a fix coming. There must be a point where all that wasted water adds up enough to finally fix the problem. First the city goes through the effort and expense to treat the water, so it is safe for consumption and then pisses it way for nothing. Really great for the environment too.
End of rant and I feel better now.

They can run the water lines deeper these days without digging up the road, they have no excuse.
We are not talking the fire main but the small copper pipe that takes the water to the house and can run under the roadway to feed a house on other side of the road or even the same side as the main. Normally, the water lines are buried well below the frostline so do not freeze. On very rare occasions fire mains have burst here even in summer because of the failure of the large cast iron pipe used due to age and corrosion.
Even less of an excuse in this case as the water lines were already there not giving any freezing problems until after the street widening and new sewer line was done. All they had to do was rebury those existing water lines deep enough which imo they failed to do randomly to several but not all the houses on our street.

Sadly, it is just a normal bureaucratic situation that nobody wants to deal with imo. Nothing new about that.
In a free country the media could make it an issue that the gov would have to resolve.
