If you want a guess that I would say after 1955 when Cussons bought another soap company and before 1965.

Cussons Imperial Leather was already very popular, the tag line for the advertising for the shaving soap was Truly an Imperial Lather.

This item would have the classic dilemma to me of should I use it when I have other shaving soaps or preserve it.

People cursed with a low self esteem will believe that they should not use something that has been around and untouched for 70 years.

That was my understanding also, Bakelite production had stopped by the late 1950s, I understand that it has a distinctive smell.
