It hardly would apply here unless played in an enclosed stadium. Even professional American and Canadian style football, they are different, are not played in winter. Professional ice hockey is played in winter in enclosed arenas.In Europe rugby union is a winter sport - does that also apply in Canada with its much harsher weather? Playing on frozen, rock-hard pitches would not be much fun for either men or women I guess.
The big problem for rugby union for it ever to become popular over here is for enough private investors to build the facilities necessary and fund a money making business. Frankly, I don't see that happening as there are too many existing commercial sports for it to be stand a chance.
