As far as I know it hasn't changed. What seems to have happened though is that a lot of businesses realised that the UK government has no power in their country and just send stuff to us anyway.IIRC, it reminds me of the UK government mandating the UK VAT be paid by the out of country sender of packages. Many businesses, especially small ones, stopped shipping to the UK as it just was not worth the hassle and added expense to them to do so. No idea if that was ever changed.

I am sure big companies with enough business with the US will pay the tariffs caused by the cancellation of the deminimus exemption just as they are now doing with large rail, ship and truck loads going into the US. Those shipments have already been causing long delays as they are processed after every item in them has been identified and the proscribed tariff rate is applied to each item. I think you would get an earful from any trucker taking goods into the US about the many hours they have to wait in line and then have their loads inspected item by item. The problem with the deminimus cancellation is that they have figure how to do the paying part. Once that problem is sorted, companies will decide if doing so is worth the effort. Not in my experience. The rule is that the VAT is collected at the point of sale, so in theory by the time it’s arrived in the UK you’ve already paid the VAT.
