So I bid for this nice looking Friodur 472. Description said unused, but I wasn't convinced.
I was the only bidder and I won.
Seller will not ship my razor.
My best option is to get my money back, but I am annoyed by this. All I can do is give a bad review to the seller that might be removed after he refunds me.

Either list the item with a starting bid they want the minimum for the item.

Or a buy it now privmce for what they want minimum value for the item.

What reason is he giving for not shipping? If he has a substantial sales record, I would think that Ebay could step in threaten to suspend his account as it certainly does not reflect well on them and must be against their terms of trading.

Inseed. Reporting to EBay would be the best step. They tend to, but not always come down on the side of the buyer. In this case they need to contact the seller for sure.

Deffo report him, he has an obligation to sell as you have to buy when the clock stops.

Absolutely. I've given the benefit of doubt and have been reluctant to take action against delinquent sellers, but after a couple of real stitch-ups, the only step is to seek redress so that they either behave in future or get out.

Yep, rules actually work when you apply them, they are seldom useful when no one does.
