Is it made of stainless steel?
I worked in the boat building industry and it's well known that stainless steel will rust, it's called crevice corrosion and surface corrosion. You will get it in areas on SS that are wet and starved of oxygen, ie, in a close fit area between the razor and the blade. The remedy is the loosen off the razor and preferably remove the blade, so that air can come into contact with all the stainless steel surfaces, then you won't get any crevice rust.
However, stainless steel can still show surface rust and that will depend on what type of stainless steel it was made of, ie, is it made from 304, 308 or 316 grade, 316 is better at rust resistance than a 304 grade!
Another observation with SS, on areas of the metal that are worked on, like cutting, grinding, welding and machining it, the more chance of rust you can get. I guess if you looked at those areas under a microscope it would show more peaks and valleys exposed to the air. On boat SS fittings we try to reduce that problem by highly polishing them!
On boat stainless steel we use Oxalic Acid, you paint it on and wash it off after a few minutes and the rust is gone, but I don't know if you could use it on a razors, it's corrosive and needs safety gloves/mask etc.
