Been advised not to contact social services yet as they could look around and say that they shouldn't house mum and my niece together given my mums age and health history. We don't want that as my niece and my mum help each other, my niece especially needs help from someone who knows her needs.

Sorry to learn of this situation, he sounds a complete dickhead.

Have you considered consulting the Citizens Advice Bureau? Confidential, impartial advice and wouldn't be obliged to act on your information or intervene.

Edit:
Apart from the amorality of his behaviour (he doesn't seem to know what moral behaviour is), he's using threatening and coercive behaviour to force your mother to dip into her estate finds, thereby ultimately reducing their value and your potential inheritance. It's also obviously adversely affecting her health.

sounds like someone needs to borrow his computer without him knowing it and put some child porn on it. Then one anonymous phone call to the authorities... I wouldn't actually do it, maybe.

Hey NS they cannot legally move your mum to a home unless she agrees.
